MDDA WELCOMES NEW BOARD MEMBER MR PHILEMON MOILWA

The Media Development and Diversity Agency (MDDA) welcomes the appointment
of Mr Philemon Moilwa as a member of its Board. Mr Moilwa was nominated to serve
on the MDDA Board by the Commercial Broadcast Sector through the National
Association of Broadcasters (NAB) and was duly appointed by President, His
Excellency, Cyril Ramaphosa, in accordance with Section 4(c) of the Media
Development and Diversity Agency Act, No. 14 of 2002 (“the MDDA Act”). He was
officially sworn into office on the 16 April 2025 as per Section 4 (5) of the MDDA Act
The MDDA is a statutory development agency, established in 2003 as a partnership
between the South African Government and the commercial print and broadcasting
sectors. Its mandate is to help create an enabling environment for media
development and diversity that is conducive to public discourse and which reflects
the needs and aspirations of all South Africans, to redress exclusion and
marginalisation of disadvantaged communities and persons from access to the
media and the media industry; and to promote media development and diversity by
providing support primarily to community and small commercial media projects.
A significant portion of the MDDA’s funding is sourced from commercial broadcasters
who are instrumental in driving the MDDA’s efforts to advance inclusive media
development. Mr Moilwa’s appointment is indicative of the MDDA’s commitment to
maintaining broad stakeholder representation, particularly from the broadcasting
sector, which plays a critical role in funding the MDDA.
Chairperson of the MDDA Board, Professor Hlengani Mathebula, welcomed Mr
Moilwa’s appointment, stating, “We are pleased to welcome Mr Moilwa to the Board
of the MDDA and look forward to his contribution towards advancing our mandate.”
Mr Moilwa brings an extensive skill set to the MDDA Board including approximately
25 years of leadership experience in broadcasting and regulatory affairs including,
senior roles at the South African Broadcasting Corporation (SABC) and the
Independent Communications Authority of South Africa (ICASA). He has served as
Chairman of the National Association of Broadcasters (NAB) and currently leads
Policy and Regulatory Affairs at the SABC. His academic background includes a
Master’s Degree in Business Leadership (MBL) and a Bachelor of Laws (LLB)
degree.
The MDDA is confident that Mr Moilwa’s extensive experience, leadership, and
sector knowledge will add great value to the Board and strengthen the Agency’s
work in promoting a diverse, vibrant, and sustainable community media sector
across South Africa and takes this opportunity to wish Mr Moilwa well in the
execution of his fiduciary duties.
